Globally, the number of men who consume traditional tobacco products has finally declined, health officials said on Thursday. Four out of five tobacco users worldwide are men, so the decline in men is “a turning point in the fight against tobacco,” said Dr. Tedros Adhanom Ghebreyesus, head of the World Health Organization, in a statement.
The agency’s new report covers a range of tobacco use, including cigarettes, cigars and chewing tobacco. The WHO did not count electronic cigarettes as tobacco products, however, and officials could not say what impact the growing popularity of vaping devices had on distracting people from traditional smoking. WHO officials said they plan to release a report on e-cigarette use early next year.
Researchers previously reported a decline in smoking rates among men and women internationally, but the decline was not enough to offset global population growth. While the number of female tobacco users has decreased since 2000, the number of male tobacco users has continued to rise, bringing the total to more than 1.3 billion people. That seems to have changed last year, the agency said. And the WHO now estimates that the number of male tobacco users will fall by more than 1 million in the next year and by 5 million by 2025.
The agency said the decline was mainly due to a decrease in the number of men who only use smokeless tobacco. The WHO report found that countries in Southeast Asia have the highest rates of tobacco use in the world – 45 percent for men and women aged 15 and over. But that percentage is also expected to decrease, officials said.

In a call to reporters, Dr. Alison Commar of the WHO notes that smokeless tobacco use was once common among all women in India and some other Asian countries, but recently mainly among older women. “It seems like a dying tradition,” she said.
